A |     Convinced social media platforms are fueling a mental health crisis among the nation’s youth, public officials in New York announced new legislation Wednesday that would restrict algorithms that target young users."Young New Yorkers are struggling with record levels of anxiety and depression, and social media companies that use addictive features to keep minors on their platforms longer are largely to blame," New York Attorney General Letitia James said.The legislation would, among other things, give her office new enforcement power over social media companies.Algorithmic feeds are designed to harness personal data to serve users content that keeps them engaged for as long as possible. Sponsors of the legislation said that has increased the addictive nature of social media platforms and heightened the risk to young users’ well-being.Facebook, Instagram, TikTok and YouTube would all be subject to the legislation that allows users under 18 to opt out of receiving algorithmic feeds, allow parents to allow algorithmic feeds to limit access between 12 a.m. and 6 a.m. and prohibit social media platforms from sending notifications to minors during those same hours without verifiable parental consent.The attorney general’s office would be authorized to bring an action to enjoin or seek damages or civil penalties of up to $5,000 per violation.Back in May, U.S. Surgeon General Vivek Murthy warned that excessive social media use can be a "profound risk" to the mental health of youth in the United States."I’m very concerned that social media has become an important contributor to the pain and the struggles that many of our young people are facing," Murthy said in an interview on ABC News Live.A surgeon general’s advisory is "reserved for significant public health challenges that require the nation’s immediate awareness and action," according to the report released by the surgeon general’s office.The surgeon general said that while we’re in the "middle of a youth mental health crisis" it’s important to identify possible causes. The advisory recognizes that social media has both positive and negative effects on young people, but that ultimately there’s not enough "research and clear data" to determine if it’s "safe" for adolescents to use.。      日前,中国工商银行、中国农业银行等多家商业银行公布了优化后的消费贷贴息政策执行方案。这次“政策加码”力度有多大?老百姓买车、装修能省多少钱?  先看政策核心变化——“提上限,扩范围”。贴息额度上限从每年3000元直接提高到5000元,而且这5000元可以在个人消费贷款和信用卡分期之间自由分配。更关键的是,贴息范围从过去仅覆盖信用卡账单分期,一下子扩大到包括购车、装修在内的专项分期、消费分期、预借现金分期等所有分期产品。  招联首席经济学家 董希淼:原有的贴息额度上限为3000元,信用卡分期业务贴息仅覆盖账单分期,对新增大额消费的刺激作用效果相对有限。因此,贴息政策必须“加码”以覆盖更多的真实消费场景,将购车、装修等长周期、大金额消费纳入,同时通过提升额度至5000元来更好地降低居民边际借贷成本。

B |   政策落地速度很快,六大国有行在8月21日至22日密集发布公告,明确执行细则。与此同时,股份制银行等也陆续跟进。  招联首席经济学家 董希淼:本次政策优化升级释放了更加明确、有力的“财政金融协同促内需”信号。用真金白银分担居民利息成本,体现了拉动内需的强大决心。其次,释放“鼓励合理信贷消费,但严控资金空转”的政策导向,既支持通过贷款、分期缓解当期消费压力、降低信贷成本,又通过相应机制防范套取资金、虚假消费,确保政策红利精准惠及真实消费和实体经济。  多数银行明确  8月已办分期可申请补贴息  具体到操作层面,各家银行略有差异。中行、工行、建行、交行、邮储银行都明确,此前已签署过贴息协议的客户,系统自动适用新政策,无需重新签约。但农业银行需要客户签署补充协议,每张信用卡单独签。  8月1日至政策发布日之间已经办理的分期业务,多数银行表示可以联系网点申请补贴息。另外,银行特别提醒,办理贴息业务不会收取任何额外费用,谨防诈骗。
